Checking in to see if there is anyway for me to create a QR code with unlimited claims?

I want to attach the QR code to an email receipt so that anyone that receives one can claim a free POAP. Obviously the number of claims will be unpredictable.

Is there a way to create a POAP that anyone can claim so long as they scan the QR code? No limit on the number of claims or the duration that the POAP will be available?
