I post them the code and they enter it themselves. If people don’t know or have a POAP Account we train them in getting one.

4. Why do you believe this petition is being held?
   Sometimes, the information received by curators is insufficient to produce a positive review. If you have an idea about what may have flagged your submission, including it here may help

Honestly I am unsure why.

I have no idea what a top up petition is.

I have a POAP in place for 1st (#35658) 2nd (#35661) & 3rd (#35662) the only POAP that got stuck is POAP for 2nd (#35661)so that why their might be a overlap with (#35662) I hope this helps?
